A sculptor and landscape architect have offered some new designs for the East River’s Pier 13, which would build a wet boardwalk near Wall Street that would flood at high tide. A separate dry boardwalk would have a long aquarium filled with native fish. Sculptor Al Landzberg and architect Anthony Walmsley also envision Brooklyn Bridge-style cables that would hang over the pier, tied to 80-foot-tall towers. The city has no plans for Pier 13, an old freight shipping center that was demolished last fall. The so-called Rivers Alive plan would cost about $25 million.
