The Manhattan District attorney’s office and the city’s Department of Investigation are focusing their investigations into the East Side crane collapse on a New Jersey contractor that was recently fined for safety violations. Federal regulators fined Joy Contractors Inc. of Elizabeth, N.J., for unsafe conditions at a Westchester construction site before the contractor was hired to operate the crane that collapsed on East 51st Street. Inspectors are trying to determine if human or mechanical error caused the crane to collapse Saturday, killing at least four people.
