Patrick Foye resigns as downstate development chief

Patrick Foye has resigned from his position as the state’s chief of downstate development, following the resignation of Gov. Eliot Spitzer, who had appointed him. Foye worked on getting JPMorgan Chase to build a new headquarters near Ground Zero and was involved in the redevelopment of Hudson Yards. He struggled with the expansion of the Javits Convention Center and the transformation of Penn Station into Moynihan Station.
