Gov. David Paterson surprised both supporters and critics by choosing city Department of Environmental Protection commissioner Chris Ward to become the new executive director of the Port Authority of New York and New Jersey, going outside the Democratic Party establishment with his nomination. After an expected approval by the agency’s board of commissioners later this month, Ward will help oversee the development of Moynihan Station, the World Trade Center, a new $7 billion rail tunnel beneath the Hudson River, a new office tower above the Port Authority Bus Terminal and management of the region’s four airports. The appointment of Ward, a onetime Port Authority staffer, could lead to a revision of budgets and dates for projects.
