A construction expert said workers raising the 20-story crane at 303 West 51st Street might have mishandled the nylon slings as they lifted heavy crane parts, based on evidence displayed by federal investigators yesterday. The federal Occupational Safety and Health Administration is expected to take months to investigate the March 15 East Side crane collapse, which killed seven people. The frayed nylon slings could have been cut by the sharp-edged steel parts being lifted, which should be padded, the expert said.
