City Council members are trying to ban new hotels in Long Island City and the Brooklyn neighborhood of Gowanus, while civic leaders are doing the same in Soho, Noho and Hudson Square. There are 227 hotel projects planned in New York City, increasing the number of hotels by 57 percent. Most of the planned hotels are limited-service, drawing budget tourists to less popular neighborhoods.
