Brooklyn building stuck in limbo

An abandoned construction site at 1610 Avenue S in the Homecrest section of Brooklyn has a hole in the foundation of the building that is missing three 90-foot concrete slabs. After a reporter discovered that the developer had not completed the foundation as promised, the Department of Buildings reversed a 20-month-old stance on the matter, issuing a stop work order and claiming that its inspector had made a mistake. The site is now stuck in the appeals process as the developer hopes to continue building. An engineer hired by community members says that the building’s foundation is unsound and various tests and plans are missing from the DOB’s records.
