Council vies for Rent Guidelines Board control

The City Council is trying to gain more control over the Rent
Guidelines Board, which oversees rent stabilization, and it turns out
that some Council members could benefit from control of the board.
Speaker Christine Quinn has lived in a rent stabilized apartment in
Chelsea since 1992, and at least two other members live in stabilized
housing. Quinn is leading the efforts to require council approval of
all the mayoral appointments to the Rent Guidelines Board, among other
changes to stabilization rules.
