WTC security may discourage visitors

The Police Department’s proposal for the World Trade Center site puts the area in a security zone, with limited access for vehicles and dozens of guard booths on street corners. Officials, planners and landlords worry that the high security will dissuade corporate tenants from renting space and shoppers from visiting stores in the area. Plans call for 250,000 square feet of retail space at the site.
