Bill would require financial reports before eminent domain

After Willets Point business owners and workers protested at City Hall, Queens Councilman Hiram Monserrate introduced legislation that would require local development corporations to issue financial impact reports prior to the city’s use of eminent domain to seize property. Developers would have to provide an analysis of the estimated costs and benefits of proposed projects, as well as details about loans, tax benefits and grants.
