Landlords sue over Tenant Protection Act

An organization representing city landlords has filed a state lawsuit challenging the Tenant Protection Act, which the City Council passed four months ago. The law, championed by Council Speaker Christine Quinn, gives tenants the right to sue landlords over harassment claims. The Rent Stabilization Association claims city inspectors and others cannot objectively decide if harassment has occurred. The suit comes amid a power struggle over control of the Rent Guidelines Board, which oversees rent-stabilized apartments.
