Contractors lacked a formal demolition permit for the former Deutsche Bank Building, where a fire killed two firefighters last summer, a new report said. Workers waited 13 minutes to call 911 after the fire started and gave firefighters inaccurate information about whether the site’s emergency equipment was working, according to the Fire Department’s report. The report will be given to the Manhattan District Attorney’s Office, which is considering filing criminal charges against the city.
