Rezoning leaves less room for factories

The Bloomberg administration has rezoned 20 percent of the city’s industrially-zoned land, according to a study by the Pratt Center for Community Development. Originally, the rezonings were supposed to promote office development, but the Pratt Center says almost all of the land has been converted to residential use. The city says it has turned 16 of the most productive industrial areas into special industrial business zones, or IBZs, that will not be rezoned.
