Congress calls back seller-assisted down payments

A federal bill proposed by congress calls for reinstituting the use of seller-assisted down payments for home purchases, a program that will be banned starting October 1st thanks to legislation backed by the Department of Housing and Urban Development earlier this year. The compromise bill calls for allowing those buyers with high credit ratings, scores above 680, to use the program, while those with scores between 620 and 680 would be able to use them by paying varying amounts of insurance premiums. Under the program, a nonprofit organization typically lends the down payment for a loan to the buyer and is reimbursed by the seller.
