Assembly wants to bolster rent control

The state’s Democratic Assembly is putting forward bills meant to
strengthen rent-control laws. The proposed laws would limit landlords
to raising rents by 10 percent after a vacancy, down from the current 20
percent, and would make it harder for building
owners to take over rent-controlled apartments for personal use. They
would also require landlords to give rent-controlled tenants more time
to pay rent surcharges after repairs or improvements.
