A lawyer annoyed by the “whining, barking, yapping and squealing” made by the Chihuahuas who live below her is suing her building manager and downstairs neighbor. Paulette Taylor, 62, who lives in the Olmstead, at 382 Central Park West And 98th Street, filed the $500,000 suit this week in Manhattan Supreme Court. Taylor said the manager, Maxwell-Kates, and neighbor have ignored her complaints about the two dogs.
