Report: City faces affordable housing crisis

New York landlords are exiting two public programs at such a pace that the city faces a crisis in affordable housing, according to a report released Thursday by city Comptroller William Thompson Jr. Between 2001 and 2003, about 4,700 housing units left either the Mitchell-Lama or the Limited Dividend programs.
