Report: Authority kept apartments empty

Even though it has 140,000 families on its waiting list, the New York City Housing Authority allowed more than 2,100 apartments to sit empty for an average of more than three years, according to a report released Thursday by the city comptroller. The apartments were empty, apparently, for major renovations. more [NYT]
