The public will be able to testify tomorrow as developer Gary Barnett moves forward his quest to obtain $37.5 million in city tax breaks. Barnett, president of the Extell Development Company, wants to build a 40-story tower in the increasingly shabby Diamond District on 47th Street between Fifth and Sixth Avenues and wants the city to provide tax relief so he can pass the savings on to diamond-industry tenants.
