Joseph Bruno, the New York State Senate’s majority leader, recently stayed at a two-story penthouse suite at a Midtown Sheraton for a deep discount: the suite usually costs $5,000 to $10,000 a night, while Bruno was charged just $900 to $1,000. Two months later, the Albany Convention Center Authority, which includes a Bruno-appointed member, began negotiations with Sheraton’s parent company, Starwood Hotels and Resorts, to operate a new 400-room hotel in downtown Albany. Starwood was chosen over four other hotel operators.
