A new federal report says that fires caused the collapse of 7 World Trade Center on September 11, 2001. Conspiracy theorists believe that the tower, which houses the C.I.A., the Secret Service and the Giuliani administration’s emergency operations center, was intentionally blown up. About 4,000 office workers were evacuated and no one died at the tower.
