Two 24-story residential towers are going up on 10th Avenue between 51st and 53rd Streets. The Dermot Company and its partner, Archstone Smith, closed a deal Tuesday to build The Mosaic, a two-tower project that will feature 627 rental units and six loft condominiums, plus street-level retail.
