Gov. Pataki’s deadline for Ground Zero will apparently not be met. Negotiations broke down late Tuesday night when World Trade Center site leaseholder Larry Silverstein offered a counterproposal for redevelopment there that caused state officials to accuse him of negotiating in bad faith.
