Criticism of Mayor Michael Bloomberg’s proposed congestion pricing zone could lead to moving the northern boundary from 86th Street to 60th Street. “Because of the public hearings and the issues raised by the Assembly and others, a whole range of issues is being looked at,” commission head Marc Shaw told Crain’s. Some members of the commission studying the plan say they could suggest creating separate, smaller zones for downtown and midtown. Other changes could include dropping the $4 fee or charging tolls on East River bridges. “What you have is a growing realization that the mayor’s plan doesn’t work, even if you like it,” said commission member and Assemblyman Richard Brodsky, a Westchester Democrat.
