Federal prosecutors are investigating Forest City Ratner’s $600 million, 1,000-unit Yonkers project and could soon indict a city councilwoman on corruption charges. Councilwoman Sandy Annabi had opposed the 81-acre Ridge Hill project for years, but provided the crucial yes vote to get it approved. She says a change in the deal’s tax structure led her to change her mind and denies any wrongdoing. Investigators have also asked questions about the influence of Albert J. Pirro Jr., a former Forest City Ratner lobbyist; former Republican State Senator Nicholas A. Spano; and his brother Mike Spano, a Democratic assemblyman who lobbied for Ratner between terms in Albany.
