Developer James Kennelly has submitted a revised plan to the Department of Buildings for his luxury high-rise at 303 East 51st Street, where a crane collapse killed seven people in March. The 40-story planned development violated 28 zoning regulations, and the city threatened to make Kennelly take down 19 already built floors.
