A Target store is scheduled to open next year as the anchor tenant for the East River Plaza shopping center at 116th Street and FDR Drive. Brokers believe Target will help raise real estate prices in East Harlem, which still lacks amenities. Two other Targets are under construction in the Bronx and Queens.
