New York Congressman Charles Rangel held a press conference to justify his four rent-stabilized units at single Harlem building. Rangel said two of the three apartments he uses as a residence were already combined when he moved in, and when the adjacent studio apartment became available, he made it a home office. He added that he pays the maximum rent allowed by law and if having his campaign office in the building is illegal, he will move it.
