A study by the Urban Justice Center and Families United for Racial and Economic Equality claims that efforts to develop Downtown Brooklyn for office space and the rezoning laws that paved the way have hurt small businesses. Fifty-seven percent of the small businesses in the area have moved or been forced to close. While officials have defended the city’s efforts to improve the area, small business owner advocates say that the changes are pushing out the people who built up the area in the first place.
