Bases for Ground Zero skyscrapers may go up soon

Two low buildings that could serve as bases for planned skyscrapers at the World Trade Center site may go up soon, officials said yesterday. The buildings, along Church Street, would rise two to six stories and
would serve as stand-ins for the eventual towers. The new structures
could be used as retail space if tower construction is delayed. The buildings would be
engineered to support Larry Silverstein’s planned Towers 2 and 3, which would be constructed once
the real estate market recovers. The planned Tower 4 would not be affected, because it has more secure financing.
