Affordable housing developer Arker Cos. plans to convert a Chelsea commercial property at 211 West 28th Street into a 14-story, 37-unit residential building, according to permits filed Thursday with the Department of Buildings.

Arker seeks to redevelop the existing six-story, 13,338-square-foot office and retail space into a roughly 24,600-square-foot supportive affordable housing building, according to the filing.

The development will feature three apartments on each of the second through 12th floors and two apartments on both the 13th and 14th floors. There will be retail space on the ground floor.

Arker and Chelsea Leaf South Housing Development Fund acquired the property, located between Seventh and Eighth Avenues, from Sun Wansam Realty Corp. for $15.2 million in February.

Arker did not respond to requests for comment.

In June, Arker acquired a large South Bronx affordable housing portfolio from Two Trees Management, as The Real Deal reported.
