Sam Chang’s McSam Hotel Group filed plans today for a 21-story, 400-key hotel at 350 West 39th Street in the Garment District, his second new hotel filing in the neighborhood in as many weeks.

The new 123,000-square-foot structure between Eight and Ninth Avenues will feature a ballroom, an exercise room, a complimentary breakfast area, a bar and a lounge.

According to the filing, each floor from the second to the 20th will house twenty rooms, for a total of 380. A count of 400 rooms is given elsewhere. It’s possible the remaining rooms will be on the 21st floor, whose contents aren’t noted in the filing.

Chang bought the site in October, paying $112 million.

The hotel doesn’t yet have a name, and construction won’t begin for at least a year, said Chang.

Chang filed plans last Monday for what will become the 175-key Pastana Hotel, next door at 338 West 39th Street. That building is slated to stand 25 stories and contain 60,000 square feet of space.
