Wellpointe is moving forward with its affordable senior housing development in Warner Center.
The senior housing operator filed plans with the Los Angeles Department of City Planning for a four-tower, 100 percent affordable assisted living complex at 6400 Canoga Avenue in Woodland Hills, Urbanize Los Angeles reported. The proposal comes roughly six months after an affiliate of the company reportedly paid $25 million for the 4.7-acre site, which sits near the Metro G Line and has long been eyed for large-scale redevelopment.
The project would total 3,458 residential units, including 3,192 units for seniors and 266 units for on-site staff. The tallest tower would rise 42 stories while the shortest would stand 34 stories. Together, the four buildings would encompass roughly 2.2 million square feet, with 61,450 square feet of non-residential space and 823 parking stalls. As a 100 percent affordable development, it can skip the public hearings process and earn expedited approval under Executive Directive 1.
The scale is notable in a sector that typically favors sprawling, lower-density campuses over dense high-rises. It isn’t the first high-rise to be proposed for the site, though. Previous property owner Sandstone Properties, which sold the site to Wellpointe earlier this year, proposed building a 650-unit, 35-story market-rate residential tower and a four-story, 240-room luxury hotel on the parcel.
The buildings are slated to rise in the heart of Warner Center as the master-planned entertainment and business district takes shape in west San Fernando Valley. The Warner Center area has seen a string of proposals for multi-tower developments that have yet to come to fruition, including Los Angeles Rams owner Stan Kroenke’s plans for a $10 billion mixed-use complex anchored by a new headquarters and practice facility for the football team.
Wellpointe’s proposed development would rise around the corner from another proposed multifamily project that is moving toward construction. Late last year, the Los Angeles City Council approved a proposal from Toll Brothers to demolish offices at 6464 Canoga Avenue and erect an eight-story building with 276 apartments and 8,600 square feet of ground-floor commercial space. That development is the first project to utilize density bonus incentives in the Warner Center Specific Plan area.
Besides its Warner Center proposal, Wellpointe is planning a seven-story, 223-unit senior living facility at 14550 Delano Street in Van Nuys.
