City commissioners in Delray Beach gave initial approval to a $147 million budge that will boost property taxes $6.14 for every $1,000 of assessed value to $6.45, the highest amount allowed under state law. That still means residents with assessed property values of less than $336,000 would pay lower taxes, thanks to the homestead exemption provision in state tax law. A second public hearing is planned for Sept.
