Broward sues condo for right to chihuahua

Phyllis Schleifer suffers from severe depression and post-traumatic
stress disorder. To help her deal with these problems, she was
prescribed a pet to help cheer her up — a chihuahua, in fact. But she
went through nothing but trouble at the Century Village condo, with the
association allegedly mistreating her. Now, Broward County’s government
is suing the condo association on her behalf in the first “prescription
pet” lawsuit. It is expected to cost the county between $15,000 and
