Gov. George E. Pataki and Mayor Michael R. Bloomberg announced about $800 million worth of projects for Lower Manhattan yesterday to revive further a struggling Downtown with new parks, cobblestone streets around the New York Stock Exchange, a new elementary school on Beekman Street and improvements in Chinatown, among other things.
