The state Legislature has approved a broad incentives package for the Lower Manhattan commercial district. The package, intended to lure commercial tenants to the World Trade Center site, includes tax exemptions and rent subsidies to companies that move to the site. The package would also permanently eliminate the commercial rent tax for tenants at Ground Zero and provide a five-year rent tax exemption for companies in buildings elsewhere in Lower Manhattan. more [NYT]
