Details are out on the 16-story residential tower planned for Norfolk Street on the Lower East Side. Designed with a stark blue exterior, the building called BLUE by its developers will have more than 30 units ranging from 700 to 2,000 square feet, with some units going for reportedly as much as $3 million.
