Developer Bruce Ratner’s $4.2-billion Atlantic Yards plan has just one more hurdle to clear before construction can begin. The massive project must net unanimous approval from the Public Authorities Control Board, a three-member panel consisting of Governor George Pataki, State Senate Majority Leader Joe Bruno and Assembly Speaker Sheldon Silver.
