New MTA boss vows to finish projects

The incoming head of the Metropolitan Transportation Authority, Elliot “Lee” Sander, says he’ll complete construction of the Second Avenue subway line, connect the Long Island Rail Road to Grand Central Station and allow cell phone use in stations.
