Tenants at the Upper East Side’s Manhattan House filed a lawsuit in New York State Supreme Court over its owners’ plans to turn the 583-unit rental into a condo. The suit alleges that Attorney General Andrew Cuomo should not have approved the $1.1 billion condominium offering plan because of the owners’ “defective certifications.” The suit comes as owners Richard Kalikow and Jeremiah W. O’Connor Jr. are engaged in a legal battle over control of the East 63rd Street building. TRD
