The Paterson administration announced yesterday that Avi Schick, president of the Lower Manhattan Development Corporation, would serve as acting chief executive for downstate economic development. Patrick Foye, who was appointed by Gov. Eliot Spitzer, announced his resignation as co-chairman of the Empire State Development Corporation yesterday. Many business and real estate leaders saw the agency as torn by infighting and dysfunctional. Schick has been involved in the new World Trade Center, Atlantic Yards and Columbia University’s expansion into Harlem.
