Public officials are again in an uproar over the latest fatal construction accident. Yesterday, Kevin Kelly, a 25-year-old from Bayside, Queens, fell to his death while working on the Laurel, a new condo tower being built at 400 East 67th Street. Authorities say his safety harness failed. “What makes this so tragic is it could have been prevented,” said Rep. Carolyn Maloney, a Democrat of Manhattan and Queens. The Laurel, which will have training facilities for triathletes, racked up 25 safety violations, a Buildings Department official said. Twenty-four of the 25 safety violations had been remedied.
