Production blasting is about to begin to prepare the foundations at Silverstein Properties’ World Trade Center Towers 3 and 4, designed by Richard Rogers and Fumihiko Maki.. Warning whistles will be blown to alert people nearby. The Port Authority is excavating the site of Tower 2, which must be finished by June 30 or a $300,000-a-day penalty will be paid to Silverstein. The authority paid Silverstein $14.4 million after missing the Dec. 31, 2007 deadline for towers 3 and 4 by almost seven weeks.
