The housing slump may could be helping renters, some experts say, as Wall Street layoffs depress demand and new developments increase supply. Some landlords are even offering discounts; some offer a free month’s rent and others will pick up broker fees. Some experts say that rents have dropped about 8 to 10 percent. Gary Malin, president of Citi Habitats, said that while rents haven’t dropped dramatically, renters have more time to shop around and seek out the best deals.
