The so-called mayor of Coney Island, Dick Zigun, plans to resign from the Coney Island Development Corp. in protest of the city’s new Strategic Plan, which includes a shopping center. Zigun opposes the city’s plan for a single operator for a 15-acre, year-round amusement park. The plan also calls for 4,500 new apartments and rows of new stores along Surf Avenue.
