Twenty cranes are in operation again, many on construction sites that have racked up numerous complaints and violations. Larry Silverstein’s big development at 600 West 42nd Street has been hit with 26 violations and several thousand dollars in fines, while Forest City Ratner’s Beekman Tower has earned 13 violations, including operating a defective crane. According to the Department of Buildings, the number of violations and complaints at a site doesn’t always mean it’s dangerous.
