Two big Meadowlands projects, just across Route 3 from each
other, have infuriated New Jersey‘s
leaders with years of delays and cost overruns. A decade in the making, Encap’s
planned $1 billion golf course and luxury homes development has yet to replace
four landfills, drawing the wrath of the state’s inspector general, who
recently called the project “a study in what can go wrong.” Meanwhile,
a 2.3-million-square-foot complex called Xanadu is taking shape next to Giants
Stadium. It’s more than a year behind schedule and has filled less than half of
its retail and entertainment space. The projects have received a combined $1
billion in low-interest loans, tax breaks and infrastructure investments.
