East villagers to Starrett City: Beware of Westbrook

East Village tenants from rent-stabilized buildings held a press
conference last month to warn Starrett City about Westbrook Partners,
one of Starrett City’s bidders.
Since Westbrook bought 17 East Village rent-regulated buildings from
Extell Development in May 2007, 40 percent of the 260 units have been
vacated, according to the Cooper Square Committee, a rate that is
higher than the 5.6 percent average turnover for rent-regulated
apartments calculated by the city’s Rent Guidelines Board. East Village
residents accuse Westbrook of harassment, failing to supply heat and
water, and refusing to make repairs.
