Westbrook Partners, one of the two remaining bidders for Starrett City, won favor with council members and tenants when its partner in the bid, New York City Central Labor Council, pledged to improve services at the complex and to keep its apartments affordable beyond the 20-year legally required minimum. At the same time, the Christian Cultural Center teamed up with competing bidder the Cogsville Group, promising to redevelop the church’s 11 acres adjacent to Starrett if they win the bid. The 140-acre, 5,881-unit complex in East New York is the country’s largest federally subsidized complex.
